Performance has several moving parts
The speed of a hosting account is not determined by server CPU alone. Processing capacity, available memory, I/O performance, PHP workers, database behaviour and the website's own code all influence the final result.
A lightweight application may perform very well with modest resources, while a poorly optimised one can quickly exhaust much higher limits. That is why hosting performance should be evaluated by looking at both the underlying infrastructure and how efficiently an application uses the resources available to it.
